Think we might end up losing the shuttle in the next update. But, there is a chance to save it:

Kale: Your house is now flagged as a zoning violation, because you haven't logged in that toon within 90 days. If you want to log in quickly, that should fix it up and you should be a citizen again. Or, if you'd like me to pack it up, I can do that for you too. Just let me know.

We have a couple others sitting at 80 days, so I'll save them from pack up as well.

We lost the shuttle

Yeah, we were at 29 citizens prior to the city update, and then the shuttle went poof.

Wait but I logged into my other characters just last week... that's silly should be based by account activity... ehh ok I'll log in Kale later today.
