I see more going Sent. It's a squishy class, with MANY abilities and takes time to learn how to play properly. I leveled Watchman Spec... it's imo, the most well rounded and best spec until 40. But I've played all of them. Less Focus.
Here's my current build... and notes on key abilities. (and note, some things in my build are more for PvP which I'll discuss).
http://www.torhead.com/skill-calc#501bIbRrRrrGzZhMb.1Juyo form ONLY remember ZEN with it (As Watchman ONLY be in juyo) 100% Crit chance for burns... AND it heals you AND your party for 1% max health so basically is a tiny self heal too... you get 4-6 charges of this Zen crit.
First, Overload Saber you get and level 20 if you only go up Watchman. I do suggest nabbing Defensive Forms on the Combat first tier... so 20-22 you should have Overload Saber (OS). This charges your saber with your next 3 melee attacks afflicting burn dmg on top it's norm dmg. This is great dmg over anything elite+. Use all 3 charges up before using Cauterize when you pop Zen or Caut and Zen, then OS.
I tend to Force Leap, Then immediately OS, and then Zealous strike, and so on...
Also t2 - Merciless Zeal heals you 2% of max health per crit burn... seems not much, but it is... that doesn't require Zen either, so once your burn crit goes up you'll get healed.
T1 Recompnese DONT go... it's wasted because you really dont use riposte much...
Inflammation t2 box is PvP only - it wont do much for you PvE so easily skipped.
Valor (4th tier) what you want first once you reach the first tier... THIS with Defensive forms will get you centering like nothing... you'll have more than you know what to do with, so you can put Zen up a lot. Or Transcendence (which is a group buff, 50% speed increase and 10% defense for 12 secs)
Close Quarters - makes leap usable by 5m, then 0m. Now... what this does in PvE is make Force Leap become a real primary way of building focus.
Watchguard is a must - reducing your stellar force kick interrupt to 6 secs is big, you can become a champ interrupter for most things with good timing with leap - ONLY with this, 2 sec off is huge. This is great for your class story when things get harder and FPs/group stuff.
Mind Sear - cauterize is on a long cooldown, with this, ups the chance of using Slash or Merc Slash (top tier WM skill) to reset the CD of Cauterize. I put 2 points out of 3, because I found I reset it ernough with just 2 and needed that 1 point elsewhere... but while leveling you'll want all 3 points.
Remember, Cauterize lasts 6 seconds so if you reset Caut before it's 6 secs up dont apply right away.
Forced Pursuits - Only a PvP viable one... so I have it... 30% more to Trans is nice... but all it's good for but movement is key in PvP.
Force Camo - makes your force camo 100% dmg red too. Now... never had leveling, but helps in PvP and HM FPs when you're going to die, 4 sec dmg immunity can allow your healer to save you. However imo not a vital skill to put points into...
Plasma Blades, burning Focus, and Merc Slash obviously should be full points...
Top Tier skill Merc Slash - huge dmg... 5 focus is a lot, 12 sec cooldown and best with long fights, like bosses... because each time used (stacks 3 times) within a cert time decreases it's cooldown by 1.5 sec. So you can eventually nearly spam it with enough focus. When it crits it can go above 5k dmg depending on your gear (at 50 anyways)
For other skills in oher tree I went Combat Def Forms, and Duel Wield (really, the difference isnt huge, your offhand misses a lot, and its more a stat weap than anything else) But went for Focused Leap for extra 1 focus. SO Force Leap builds 4 focus... that is really great... worth it imo. Esp PvE, where leap is a focus builder first, over gap closer.
And... yeah... basic info on Watchman. It's really a spec I love. Combat can be good after 40... but... never could get into it like WM esp for PvE and PvP... just crazy DPS when used right.
